dhcp: Process DHCP Ack/Nak message

      Process a DHCP Ack/Nak in much the same way as an DHCP Offer. Factor
out header verification and process options sent. Add notification
functionality with discrete values for the outcome of the DHCP Ack/
Nak processing.
